ENFIELD ENERGY COMMITTEE MEETING MINUTES of November 24, 2009, APPROVED MISSION STATEMENT: To identify energy savings for the town and energy savings for the community CURRENT GOAL: Our goal is a 10 % reduction in total energy consumption by the Town Government by the end of 2009 with incremental decreases thereafter, toward a three year goal of 25 % reduction in total consumption by the Town Government (relative to the 2007 baseline data) by the end of the 2011 fiscal year. DATE/TIME: November 24, 2009 5:00 PM LOCATION: Whitney Hall Conference Room, 23 Main, Enfield, New Hampshire I. Call to order The meeting was called to order by Steve Goldsmith at 5:10 PM Committee members in attendance: Larry Battis, Alisa Bonnette, Steve Goldsmith, Carol Lammert, Rich Lammert, Bo Petersson, Wendell Smith and Kim Quirk. Absent: Charles DePuy II. Approval of Minutes from October 23, 2009 Minutes were approved with correction of location and a typographical error. III. Public Comment none IV. Old Business - Veterans Memorial Park Lighting retrofit Bo reported that there is no new information. Funding is a continuing issue. Alisa will confer with Steve Schneider, Town Manager. - Downtown Bridge Lighting no report - Huse Park revisions Rich noted that he had sent an e-mail to Jim Taylor, Community Development Director, requesting that the Energy Committee be considered for input regarding light modifications to the Park. - Shaker Bridge lighting In response to a letter which Steve Goldsmith had forwarded from the committee there was a response from Mr. Ray Burton; he will confer with the New Hampshire Department of Transportation relative to the committee’s request for uniform, low energy and environmentally sound lighting on the bridge. Members voiced the desire for there to be no light poles on the Shaker Bridge and that the lighting be in the town’s control. Discussion followed regarding decorative lighting on Main Street; if Main street is a state road and if lighting can be off grid and thus in the control of the town. Steve Goldsmith with confer with Steve Schneider to request that the state install separate circuits to be locally metered and to control the lighting with timers. The term “decorative lighting” was suggested as the best terminology for bridge lighting. - Street light project Further presentations are on hold until 2010. In preparation the Town Meeting in March is was suggested that Kim contact Ken Daniels, Department of Public Works Director, for printing of a large map. Content to be included with the map was discussed (color of pins, terminology, etc.). Kim demonstrated a multi LED retrofit for cobra head fixtures provided by Gary Hubbard of LEDesign. It uses 70 watts and is 150 - 175 equivalent. It was speculated that the cost is about $600.00. If Vermont moved forward with public utilities being encouraged to change to LED street lights some time in the future New Hampshire might follow though it is improbable. Currently National Grid is the major problem in converting to LED street lighting. Tabulation of reportable (accidents with injury or over $1000 in damage) motor vehicle accidents from January, 2008 to date was obtained from the Police Department. The purpose of this data collection was to look for correlations of street lighting with location of accidents and time of day (dusk, night and dawn). In a preliminary review lighting did not appear to be a contributing factor. Committee members are to review the data and confer via e-mail on their observations. It was suggested that tabulation of data through to the end of 2009 would be appropriate to show two years of information. - Ongoing Energy Inventory and Building Efficiency - Alternate Energy Opportunities for town buildings Solar panels for DPW garage Kim reported that it is very possible that the building could use solar power. She will review data that Charlie has collected and size equipment for current use. Potential funding methods were discussed. Alisa will check on the current bond rates. - Update on energy related projects around town (Shaker Village Sustainability, Library Geothermal and ad hoc group studying Renewable Energy options for Enfield) Bo reported that there is no action on the Library. Wendell reported that the Shaker Museum is converting candelabra (other than those on rheostats) to LED using grant money. The micro hydro unit will be tested. The Smith Pond dam has been rebuilt. Speculation on the location of two dams owned by the town followed. It was thought these might be at George Pond and at the Reservoir beyond Maple Street. Kim reported that the renovations are underway at 78 Main Street, the future home of the Energy Emporium. The reservoir for heat storage has been installed. Innovations to the building, exemplifying alternative energy, can be followed on the Energy Emporium web page. - Idling Awareness Project Carol reported that Kathleen Brockett, of the state Department of Environmental Services, had communicated that new signage is available and free (for a limited time). Proof of installed signage, with pictures, is a part of the agreement for free signage. The November 2008 data was reviewed. The committee agreed with the placement of signs suggested at that time. As formerly noted the hardware and grocery stores, the bank and post office are places where idling occurs. Additional town businesses where idling occurs were noted as the Movie Mart and drug store which might benefit from signs. Kim offered to post a sign at the Energy Emporium. Carol will submit a request for 7 large and 4 medium signs with the message “Please Turn Engine Off, Save money, Reduce pollution, Protect your health”. Cost for installation was reviewed, the use of weighted buckets was considered. Posting additional signage at businesses is to be encouraged in the future. Carol reported on the content of the Fall ’09 Newsletter to School Officials and Transportation providers. There is an emphasis on health. Of particular interest is the 2009 - 2010 National Clean Diesel Funding Assistance Program. Carol will contact Thomas Fargo of the DES to learn if municipal diesel vehicles are covered and, if appropriate, forward that to Ken Daniels. Time may be an issue at the deadline for application submittal is December 8, ’09. - DPW lighting upgrade - National Grid application Alisa will contact Ken Daniels for an update - Heritage Committee - request from NH Preservation Alliance to identify energy savings in old buildings There is a meeting on December 1 at 7 PM at the Community Building on the application of the town for historic status. It was suggested that this meeting may be a place to learn more about saving old buildings. Carol will contact Meredith of the Heritage Commission about the Municipal Energy Assistance Program (MEAP) application with representatives present at the December 7, ‘09 Selectboard meeting. - Energy Exposition This will occur in 2010. V. New Business - Committee membership The committee all expressed regret that Charlie DePuy had submitted his resignation for health reasons. The committee recognized the huge volume of work Charlie has contributed to the committee and the town with the tabulation of energy usage data. As well, he has been instrumental in conferring with managers on energy conservation. Gratefulness for his contributions was expressed. While he has resigned from full membership the committee agreed that having him continue as a member, in alternate status, is appropriate in anticipation for when he is able to assist the committee. The committee was in agreement in suggesting that Bo move to full voting status. Steve will confer with Steve Schneider. Bo and Kim will confer on continued tabulation of energy data. Kim and Wendell will serve in the capacity of MEAP contact persons. They will be present for the December 7 Selectboard meeting when representatives will be present. Contact with the Mascoma schools on energy use will be deferred until 2010. Contact person for SERG will be Larry. There is a need for another non-voting member. Kim will contact Mike Mooney to learn if he would be interested. It was suggested that he be made aware of the meeting schedule and be encouraged to attend the next meeting. - New Hampshire Local Government Center conference energy related workshops Alisa attended the conference on energy issues and will forward her notes to committee members. - Committee report for Town Meeting 2010 Steve will write the 2009 report that is due the first week in January. Recycling
The Town of Enfield provides solid waste services for Enfield residences via curbside pick-up of household waste, a drop-off service for recyclables, household waste and automotive waste, i.e. used oil & filters, at the Enfield Transfer Station and Recycling Center, seasonal yard waste disposal at the Enfield Public Works Facility and, in cooperation with regional facilities, collection of hazardous wastes, demolition debris, and other items.
