ENFIELD ENERGY COMMITTEE MEETING MINUTES of December 22, 2009, APPROVED
 
MISSION STATEMENT: To identify energy savings for the town and energy savings for the community
 
CURRENT GOAL: Our goal is a 10 % reduction in total energy consumption by the Town Government by the end of 2009 with incremental decreases thereafter, toward a three year goal of 25 % reduction in total consumption by the Town Government (relative to the 2007 baseline data) by the end of the 2011 fiscal year.

I.   Call to order
 The meeting was called to order by Steve Goldsmith at 5:10 PM
 
 Committee members in attendance:, Alisa Bonnette, Steve Goldsmith, Carol Lammert, Rich Lammert,  Wendell Smith and Kim Quirk.    Absent: Larry Battis, Bo Petersson
 Guest: Mike Mooney
 
II.   Approval of Minutes from November 24, 2009
 Minutes were approved with corrections a typographical and grammatical errors.
 
III.  Public Comment
 none
 
IV.  Old Business
 
 - Outdoor Street lighting projects
  -Veterans Memorial Park lighting retrofit
  Carol questioned if funding had been cleared at the end of the calendar year as mentioned as a possibility by Steve Schneider during a Selectboard meeting.  Bo was delegated to track this.  Alisa will speak with Steve Schneider about allocating money for this project.  IT may be necessary to obtain additional bids.
 
  -Downtown bridge lighting retrofit
  Steve Goldsmith said ornamental lighting has to handled by the town. 
 

  -Shaker Bridge project and lighting
  Money not spent on the Shaker Bridge construction can not be re-directed.  Steve suggested that committee members demonstrate continued interest by attending Selectboard meetings.  Discussion followed on pole lighting, placement of light poles, walkways, fishing areas and electrical supply.  The need for foot lighting at the level of railings was favored by the committee rather than pole lighting.
 
  -Huse Park Renovations/lighting
  Rich reported that there was a discussion at recent Selectboard meeting.  Plans have been altered to allow more space for the ball park.  When it was mentioned that night lighting for the ball diamond was a consideration the Selectboard was reminded that the Energy Committee would desire to be consulted.
 
  -Streetlight Reduction Study
  Kim reported that the mapping has been modified.
 
  Alisa questioned the ownership of a light where prior businesses were located; the current owner desired it that the light be turned on. National Grid data was reviewed and it was determined that the light is not listed as a town street light.
 
  The Reportable Motor Vehicle Accident data obtained from the Police Department was reviewed.  Carol had compared the information to that contained in the 2008 Town Report and found that there were discrepancies that need clarification (number of injuries and total number of accidents).  She will contact the Chief Crate to request information.  The committee agreed that looking at assaults, burglaries and thefts relative to lighting would be helpful to provide a complete data base on the relationship of lighting and safety issues within the town. Data for both 2008 and 2009 is desired.
 
  -Town of Hartford LED streetlight experiment - no report
 
  -Town holiday street lights
  Carol will inquire (of EVA) if LED lights are used for the decorations.
 
 Indoor Energy /Lighting projects
  DPW Lighting upgrade - National Grid application status - no report
 
 Idling Awareness Project
  Information was received that the DES would supply, at no charge, medium size signage.  Large signs would have a cost.  The request was made for 10 medium size signs.  The response from the DES is pending.  Carol will contact the DES to learn the 2010 cost of large signs.
 
 Municipal Energy Assistance Program (MEAP)
  Kim reported that an informational presentation, by Laura Chestnut, was made to the town at the Selectboard meeting of 12/7.  The Selectboard was interested in saving money and approved of working with an energy audit of a town building, to be selected according to a review of the collected energy data.
 
 Ongoing Energy Inventory and Building Efficiency
  Review of 2008 data and 2009 data (to date)
  Kim will work with Charlie’s data.  It will be helpful for writing the committee’s annual report.
 
 EEC Activities for the Town Meeting
  As discussed earlier graphing of the energy audit  data collected will be helpful.  The addition of comments will add insight into why the committee’s goals of a 10% reduction of energy used was not met.  Example: Data will show an increase in energy use at Whitney Hall and the DPW. The  increase in usage needs to be addressed in comments:  the theater was added to Whitney Hall and  the equipment for the TV station was added to the DPW.
  
  Posters need to be more informative and written in the style of proper graphics.
 
  The Light Board will be displayed with featuring more LEDs.
 
  Information on the citizens use of the Kill - A - Watt meter and the Smart Strip by available through the Library will be requested by Carol.
 
 Annual Report
  Steve will author the report to be submitted in early January
 
 Alternative Energy Opportunities for town buildings
  Solar panels at the Public Works Facility
   Project costs and funding opportunities
   Kim has done a preliminary assessment on the pricing for photovoltaic panels.  She will look for funding in some of the information that has recently been made available (OEP).  As well, she will confer with committee members and Ken Daniels re: structural support of the DPW building.
 
 Update on energy related projects around town
  Wendell reported that the test of the micro hydro power turbine, using a fire hydrant, was impressive.  He spoke of the intended display at the Shaker Mill building.
 
  Heritage committee request from NH Preservation Alliance to work with them to identify energy savings in old buildings
  Rich reported on the meeting of 12/1/’09.  Reference was made to the map posted in the Conference room.  Kim commented that she, as an owner of a business/ building within the district, has received a notification letter.  A benefit to a business within the historic district is that on could apply of a 20% tax credit if one were within the guidelines of the alliance.  A booklet that addresses energy efficiency in old buildings is available.  This will be placed in the library or made available on a web site.
  Energy Exposition
  Steve presented the tasks necessary to provide a successful energy exposition such as Solarfest.  At this point in time the committee members felt there was insufficient time to plan one for the summer of 2010.  For the future, Kim will confer with Bob Walker of SERG for a listserv.
 
  SERG Annual celebration November 18 - request fro SERG for help getting warrant item to “Assist” them - no action
 
V.  New Business
 
 New Hampshire Office of Energy and Planning (OEP)
  Financing Community Energy Projects
  Steve spoke of the Community Development Finance Authority which is offering financial assistance with projects that the town might be able to utilize.  Applications have early deadlines.  The material provided needs to be studied.  IT was questioned if help could be given by the MEAP staff.  It was speculated that funds might be available for the Veteran’s Memorial Park lighting renovations.
 
  Grant writing ability was discussed.  It is a time consuming process.  Alisa has knowledge of a person who has experience.  The differences between grants and applications was presented.  Wendell commented that the committee’s budget request should include grant writing as an item.
 
 Local Government Center Conference
  Funding Opportunities for Municipal and School Energy Efficiency Projects
  Committee members have received information from Alisa.via e-mail.
 
 Adjusting Committee goals and objectives to mesh with reality
  Modifying goals was discussed. There  is a  value of incremental yearly goals.  It was decided to not make changes at this point.
 
 New Boiler for the Police Department
  Steve Schneider had requested that the committee look into an energy efficient system.  This project was referred to Bo.  Additionally, Mike Mooney will help as he is experienced in heating.
 
 Committee Membership
  It was reiterated that the committee desires Charlie Depuy to continue as an alternate committee member.  Mike Mooney expressed a desire to be a committee member.  Alisa will share this information with Steve Schneider.
 
 Change in meeting time
  The committee agreed to change the starting time to 5:15 PM to allow for
 

  members to arrive.  Adjournment at 7 PM is still desired.

Recycling

The Town of Enfield provides solid waste services for Enfield residences via curbside pick-up of household waste, a drop-off  service for recyclables, household waste and automotive waste, i.e. used oil & filters, at the Enfield Transfer Station and Recycling Center, seasonal yard waste disposal at the Enfield Public Works Facility and, in cooperation with regional facilities, collection of hazardous wastes, demolition debris, and other items.
